Terms of Reference

1          The Committee shall meet at least once per year and shall

 

1.1       Establish disciplinary procedures for members of the Union participating in events organised by or sponsored by the Union

1.2       Publish such disciplinary procedures for members of the Union participating in events organised by or sponsored by the Union and post same on the website of the Union

1.3       Recommend the Council to revise such disciplinary procedures as and when the Committee considers appropriate

 

2          Appeals

 

2.1       The Committee shall establish rules and procedures for the holding of appeals to the Committee including payment of a deposit by an appellant and terms of refund of such deposit

2.2       The Chairman of the Committee shall convene a meeting of the Committee within 14 days of an appeal having been made to the Committee by any person aggrieved by the decision of an appeals committee against a ruling by a tournament director during an event organised by or sponsored by the Union

2.3       The Chairman of the Committee shall convene a meeting of the Committee within 14 days of an appeal having been made to the Committee by any person aggrieved by the refusal of a tournament director to make a ruling during an event organised by or sponsored by the Union

2.4       A summary of the facts and the ruling of the Committee shall be posted on the Union website within 14 days of the date of the hearing of the appeal

 

3          The Committee shall

 

3.1       Consider any complaint referred to it by a tournament director of an event organised by or sponsored by the Union relating to the conduct of any member of the Union or person participating therein who is alleged to have offended against the accepted standards of conduct or to have played unfairly or to have been guilty of misconduct

3.2       Consider any complaint referred to it by 2 Office Bearers relating to the conduct of any member of the Union or person participating therein who is alleged to have offended against the accepted standards of conduct or to have played unfairly or to have been guilty of misconduct or to have behaved unreasonably so as to give offence to any other person

 

4          Suspension and expulsion of a member of the Union

 

4.1       In the event that the Committee shall recommend that any member of the Union shall be suspended or expelled and such recommendation shall have been ratified by the Council, such member of the Union shall be suspended forthwith until the next Meeting of the Union

4.2       The report of the Committee and the recommendation of the Committee shall be placed on the agenda of the next following Meeting of the Union

4.3       Such member or person who is the subject of the recommendation of the Committee shall send to the Secretary a written response to the recommendation of the Committee and shall be entitled to attend at and address the Meeting of the Union before any vote is taken at that Meeting of the Union

4.4       Suspension or expulsion shall be effected provided that 50% or more of the members of the Union attending the Meeting vote to ratify the recommendation of the Committee

 

5          Systems and conventions

 

The Committee shall authorise the systems and conventions which may be used in any event organised by or sponsored by the Union and the conditions (if any) attached to the use of any system or convention
